News, Protocols, and Financial Aid
March 2021 Gov’t Relations Update from NAIOP
County Board Chair Matt de Ferranti met with NAIOP members at the February 24 subcommittee meeting. He talked about his top priorities – stabilize the economy and budget; recovery after COVID; and overall equity. The proposed budget involves unfilled FTEs but no staff cuts. Chair De Ferranti also provided some input on his views for filling the Planning Director position. NAIOP members asked about any County efforts to provide flexibility on retail, credits, issues of taxing and adding siteplan conditions at this time while we are still in recovery mode.
In March, the subcommittee will hear from the County Housing Director Anne Venezia and her staff about a variety of housing initiatives that are underway. These include the Multifamily Reinvestment Study (formerly the Housing Conservation District), missing middle, and, new heights for affordable housing. At the meeting, there will also be the first discussion on new additional siteplans related to biophilia and office conversion conditions and several new zoning fees for services not identified in the Zoning Ordinance.

Forward Virginia Phase III Guidelines
State legislators have detailed guidelines and practices for all industries during Phase III of reopening businesses in Virginia.
On-Site Alcohol Curfew Guidelines
Strict COVID-19-related restrictions take effect on November 15, 2020. Under these restrictions the on-site sale, consumption, and possession of alcohol is prohibited after 10:00 p.m. in any restaurant, dining establishment, food court, brewery, microbrewery, distillery, winery, or tasting room.
Rebuild VA Small Business Grant
This grant is designed to aid small businesses and nonprofit organizations whose normal operations were disrupted due to the COVID-19 pandemic, as a result of Governor Northam’s Executive Order, number 53. This grant now allows small businesses to apply for up to $100,000.
Save Small Business Fund
A fund through the US Chamber Foundation became available to support small businesses struggling with COVID-19. Businesses located within economically vulnerable zip codes are welcome to apply. In Arlington, businesses in 22204 and 22203 qualify.
CARES Act Relief Package
The federal government has passed the Coronavirus Aid, Relief, and Economic Security Act. View some of the key provisions for businesses, particularly small businesses.
